We are looking for resorts that have 1 or 2 bedroom suites for our family of 5.
There is the Omni Cancun & Villa's that might be an option for you. There really aren't a lot of options in Mexico for families of 5. Most of the time families depending on if they find availability at the few places that do accomodate that many might end up having to purchase 2 rooms.
There might be condo options, but none I have heard of…..
There are a few options in the Caribbean that accomodate families of 5. Best of luck and remember book in advance because when you have limited places that allow that many in a room they go quickly. There are some Mexico hotels that will only allow 3 in a room. You can have the reservations cross referenced to try and get you either next to each other or close, but it isn't guarenteed.
I would definately go with a good agent on this. Find yourself a good one and they will figure out the best option for your family.

What locations would you suggest?
Would this get me a condo or a house?
I'd prefer a condo with maintainence.

What kind of taxes would apply?
I guess tell me anything you can about owning a home in Mexico and residing in the US too.
Depending on the state you want to live in. I would suggest a city in mid mexico named Cuernavaca in the state of Morelos, specifically Tepoztlan for a quiet town with excellent views of the grees mountains or more centric in a nice upscale city called Palmira. For the money you can find a house. You need to contact centruy 21 or I can give you my personal real state agent and broker info, for more information about the transaccions. You may need a "fideicomiso", like a permit to buy if you are not mexican. See the links of what can you get for the money. Let me know if you need help with translation or for more references. You can hire private maintainance for you home very inexpensively. A condo in the most luxurious building in town costs around 350k. Good luck.

Backpacking in Mar 09, wanted to start tour in Mexico.
Or should I just get a taste, play it safe and start in El paso?
I’ve driven through 18 of the 31 states in Mexico and never had a problem. You’ll find that 99.9 percent of the Mexicans are nice helpful people. The other .1 percent work in the drug economy or are petty thieves. A money belt that you can wear under your clothes is a good investment/ it will give you peace of mind knowing that your passport and 90 percent of you money is somewhere a pickpocket can’t lift it.
As stated above, I’d pass through the border areas as quickly as possible and enjoy everything else that Mexico has to offer.

By charter, I will assume you mean an "all-inclusive" vacation. You did not state where in Mexico you wanted to go. Also you did not mention when you wanted to go. But based on the information that you provided, here are some recommendations(I am Owner of a Travel Agency; I have been to the below Resorts, so this is preference-driven):
1- Gran Caribe Real Resort & Spa(Cancun). 638 suites; not only is it a very nice Resort but you definitely get a lot of bang for your buck. Total cost is: $848.00, which includes: Roundtrip airfare, 4 nights hotel accommodations, airport/hotel transfers, all hotel taxes and service charges, meals and snacks, domestic and select international drinks, non-motorized water sports, daily activities, nightly entertainment. Kids 5 & younger stay FREE.
2- Villa La Estancia(Los Cabos- located on southern tip of Baja California). They offer spacious 1 and 2 BR villas here. Tastefully decorated. They provide quite a few amenities that you'd expect from a nice Resort: shopping, a Spa/Health fitness center, multiple pools, tennis, just to name a few. The cost for this Package is only $659.00, which includes: Roundtrip airfare, hotel accommodations, airport/hotel transfers, and all hotel taxes and service charges.
3- The Fairmont Acapulco Princess(Acapulco). A very nice Resort. It is a HUGE complex(on 480 acres); they have 5 pools on the premises, tennis, and there are championship golf courses nearby. The rooms here are spacious, as they have walkin closets, huge bathrooms, and a big dressing areas. They're offering a nice bonus–Kids 18 and younger stay FREE. Rates for this Resort are:$725.00, for which you get: Roundtrip airfare, 4 nights hotel accommodations, airport/hotel transfers, all hotel taxes and service charges. Not a bad price for a Fairmont property.
You cannot go wrong with any of the above Resorts.

I am 20 and he is 17 and we will be traveling to Mexico.
I already have a passport so I believe I will be fine and will have no trouble traveling.
My brother is 17 and I will be his "guardian". As of now he has no government issued ID and was wondering what he will need in order to travel with me.
Will his birth certificate and his ID from school work?
Please let me know what I need. Thanks!
This will be as short and to the point as poss. If you are flying, you both need passportsw or prof of application for passports. See 1st website below to read about the "flexibility" Program. If you are driving, you do not need passports til next jan. See 2nd website to read the passport law. Since he is 17 you must have a letter or form of permission signed by both parents and notarized. Best to have 2 or 3 notarized copies and keep them in different places in your stuff. See 3rd website about this…scroll down to paragraph titled, "minors." You both need certified copy of your birth certificate and a gov't issued picture I. D. OR…he may use a school I.D. with a foto. I took my grandsons to the DMV and got state I.D. cards for them to use. You may or may not ever be asked for that permission letter, but better have it. At border checkponts, never volunteer, info, never ask questions, but have all your papers in order to offer if asked. Smile, be pleasant, relaxed. I have never had a problem at the border.
