The Northeast, my friend. I live outside NYC and Philly and D.C. are easily accessible by train, and have world-class transit systems. Most of the country is the opposite, I've found. Regional rail and Amtrak are pretty decent for going from place to place, and Megabus is pretty good if you wanna get around for busses. I recently visited Florida and was screwed without a car. Avoid places like that.
References :
What are the vacations spots for pedestrians in North America?
by pedestrian I obviously mean ... can't drive and don't have a car anyway. So I rely on train, buses, public transportation and walking.
