If stationed on Ft. Bliss then Boys Town is Off Limits. TJ is also Off Limits to Marines in S CA. Unless there is an Army wide ban he can go. He will need to inform his command...just a guess....since he will be out of the country. He will need the ID that the guys checking at the border want to see.
