		<description>I believe that the restrictions are Command based. If stationed on Ft. Bliss then Boys Town is Off Limits. TJ is also Off Limits to Marines in S CA. Unless there is an Army wide ban he can go. He will need to inform his command...just a guess....since he will be out of the country. He will need the ID that the guys checking at the border want to see. 

Military ID is OK, but only when traveling on orders. Read all at the link. 

3 of us drove from Germany to England once, we took a ferry from Belgium. Our Leave Orders indicated we were going to England and they were stamped as if a passport.&lt;br&gt;&lt;b&gt;References : &lt;/b&gt;&lt;br&gt;http://en.wikipedia.org/wiki/Western_Hemisphere_Travel_Initiative</description>
