		<description>Simply put... a visa is permission from the country you want to visit to enter their country.  You do not need a visa to visit Mexico.  You will get a tourist card on the plane or ship or at the border if you drive.  It costs about $22.00 U.S.D.   A passport is the ultimate I.D. form given to you by YOUR country to identify you as a citizen when you leave and return to your own country. If you travel to Mexico by land you do not need a passport yet.  If you fly, you absolutely do need a passport.  If you go by sea, a passport is not required by law yet, but many cruise lines do require their passengers to have them...so call the cruise line and ask. 		<description>I too am a US Citizen and just returned from Mexico.  You are required to have a US passport as of the start of this year.  However, because a surge of applications Homeland Security is allowing travel with proof that you&#39;ve applied for the passport and can travell without it up to 9/30/07.  HLS may extend this date (if you need the passport sooner than the 6-8 weeks you can expidite it for an additional fee)

We get a lot of cruise ship passengers that are traveling with only a birth certificate... it ok to have just a birth certificate if you are traveling on a cruise.
If you are flying in, you will need a passport.
