What exactly are you asking?

If you are the mother, a US Citizen, and you want to travel with your children into Mexico, the only thing I would take is your US Passport, and the children's birth certificates and any other identification you may have to show at the border when you are coming home.

Your concern is that you want to re-enter the US, and be able to prove they are your children, I presume. Based on the question, I think the info above is all you need. Obviously US citizens are able to travel to and from Mexico... just be able to prove who you and the kids are.

However, if there are custody or citizenship questions, perhaps you need to ask specifically about those as well. Your husband does not seem to be an issue with you and the kids crossing the border, unless there is something left unsaid.

If for some reason you have been told that you need a letter proving that you have permission to travel without your husband... that sounds more like Iran than Mexico. But if you want a letter, there are Notario Publico offices in Mexico who can prepare and place their stamp on a document. Probably about $50.
References :
I live in Mexico.

Check with the consulate to see if they will accept a faxed document. Otherwise use UPS overnight.
