		<description>You need next to nothing to enter Mexico.  The problem is returning to the U.S.A No changes were made to Mexican laws.  they require ID and a birth certificate to get an F.M.T.
You can FLY with a Green Card.
You can get back into the states without the passport but one is required by law.  In other words you will be warned and infomed an told to get a passport

This requirement was extended to sea travel (except closed-loop cruises), including ferry service, on June 1, 2009.  Starting June 1, 2009, all travelers entering the U.S. by land, sea or air were required to present a Western Hemisphere Travel Initiative (WHTI) compliant document such as a passport or a passport card.  While passport cards and enhanced driver’s license are sufficient for re-entry into the United States, they may not be accepted by the particular country you plan to visit; please be sure to check with your cruise line and countries of destination for any foreign entry requirements.
