Passports aren't required until Dec 31, 2006. If you are traveling before then, here's what you need:
US Citizen...you can use 1) passport, or 2) count or state issued birth certificate (not the pretty one from the hospital) with raised seal, or 3) voter's registration card, or 40 naturalization cert..you need one of those PLUS a government issued photo ID like a driver's license.
Mexican citizen traveling from US to Mexico, you need...1) passport (valid or expired), or 2) permanent resident/resident alien card (form I-551), or 3) matricula consular (may be expired), or 4) birth cert with consular registration

I work for an airline and this is what we are required to advise our customers. Hope this helps
References :
also you can refer to: Mexican Consulates

In my case (I'm a citizen) I only need a drivers license. You may need your passport. I know we took my grandmother last month and she showed her residency card and U.S ID and we were OK. I have heard that they are going to start requiring passports at the first of the year. You may want to check with the homeland security to see what you will definitely need, its not something you want to guess on.
References :
Go to delta.com, and use their Visa & Passport Tool. It will tell you exactly what you need to enter into Mexico.

It's also important to note, if you are traveling with minor children to Mexico, additional papers are required.

You need nothing. Just do what the wet backs do. Walk across the border illegally.
Maybe Mexico will give you fre medical care and a job and help find you an apartment. They can even fix you up with fake Mexican Identification Cards.
