Zacatecas and Monterrey are my favorite cities in the north. In the center if you have a sense of adventure scenery in the Huasteca is nice. Futher south I am fond of Chiapas
References :
I have family and friends throughout Mexico and have been there many times.

I recommend Riviera Maya. I would go All-Inclusive and book a package with a company like Funjet Vacations or Apple Vacations. I believe deals2cancun.com might sell their packages and offers a rebate so you get them even cheaper. Anyway some good resorts in Riviera Maya:

Adults Only - Riu Palace Mexico, Iberostar Grand, Valentine Imperial Maya

Otherwise other great ones that are probably 4-star: Riu Yucatan or Iberostar Quetzal (both within walking distance of Fifth Avenue in Playa del Carmen... so you could walk over there and then take a ferry over to Cozumel if you wanted.

I hope that helps!
References :
own personal traveling experience

Cancun is great.

My all-time favourite Mexican vacation is Ixtapa. There's a large town nearby named Zihuatanejo. Take a cab there, and you'll never want to leave. Ixtapa has nicer hotels, but Zihuatanejo is a nicer city. They are both very safe.
